The "Bound"
Shortly after birth, teiganese babies are bestowed with "manacles", made of metal, plant, bone, whatever. This forms into smooth cuffs of a metal of a colour reflecting the individual. These cuffs prevent young children from shifting- which can be fatal or irreversal at young ages.
When they mature enough, usually around the age of five or so, the manacles fall off. Some fall early, some fall late. Often they are kept and passed down to a child.
Some Teiganese will never be able to control their other form. Therefore, the manacles stay on them. However there ARE cases where uncontrolable Teiganese have "lost their manacles".
There are also rare cases where manacles have never fallen, but the wearer can still shift. Most frequent in magical beasts.
The "Lost"
In some cases where the manacles fall too early, the child may shift and never return to their human form. This can happen at any age. No one is sure what exactly causes it to happen after childhood.
Often the "victims" wish for it to happen, or are social awkward- ie don't like people, is harassed, is depressed, etc.

Uhm, I had assumed we'd make it esy, and their clothes like...stayin human form? if you know what I mean?
